The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill a consultancy position of Business Analyst, based at our Headquarters in Rome, Italy.

Under the general supervision and guidance of the Head of Business Analysis, the Business Analyst will liaise with business units to discuss, collect and document requirements and describe new or changed IT digital solutions that meet their needs. This will be done using the WFP IT standard business analysis toolkit.

The consultant will be involved during the project initiation, design and development phases of the project as part of a team led by an IT Delivery Manager. The consultant may also be required during the implementation phase of the project to support the application management team. Key duties are as follows:

  • Investigate business context
    • Identify new business opportunities that deliver value to WFP
    • Propose outline design and specify business functions
    • Define and describe as-is and to-be business model & business process model with related diagrams
  • Identify functional components and advise on technology options
    • Define the as-is and to-be functional components
    • Identify and appraise existing software packages and make recommendations
    • Interact with architects to identify the suggested technologies and products
    • Technology and products mapping on the functional framework
  • Analyse business, functional and non-functional requirements
    • Identify and collect requirements
    • Impact analysis on business context and IT systems, identifying alternative solutions
    • Discuss requirements, impact analysis and alternative solutions with business units
    • Document and classify requirements and decisions for approval
  • Write and document functional and non-functional specifications
    • Translate requirements in functional and non-functional specifications
    • Define and detail the information model, the user interface model, the use cases, the integration model and the reporting model
    • Interact with the development team to discuss and clarify specifications
  • Update requirements and specifications during both development and application management phases to ensure that documentation and functionalities match
  • When Agile is applied, support in Sprint planning
  • Support in testing
    • Undertake basic testing that functionality works as required prior to handing over for formal testing
    • Support in test strategy, test planning and test cases design
    • Define and keep updated the traceability matrix to guarantee testing completeness
  • Advise on change management for global deployment (Pilot and Rollout)
  • Support in costs and time frames estimation
  • Support in project risks identification
  • Other related duties as required


Qualifications & Experience Required

Education:
Advanced University Degree and/or advanced courses/training with emphasis in one or more of the following disciplines:
  • computer science
  • mathematics
  • statistics
  • business administration or another related technical field


Experience:
Minimum 6 years post graduate, progressively responsible professional experience as Business Analyst or Solutions Architect within an organisation and proven record of accomplishment in development and implementation of IT applications.
Possession of a combination of broad business skills and IT experience including:
  • Business analysis: creation and review of business, functional and non-functional requirements for IT solutions
  • IT solution development: Requirements, Design, Development, Implementation
  • Research and Analysis: Best practise, Gartner, etc.


Technical Skills & Knowledge:
  • Ability to consult with the user community, identify IT requirements and articulate technical information in easily understood terms; Good communication skills and time management; Process design, requirements collection and use cases design to


Competencies:
  • Good knowledge and appreciation of IT trends and strategies including business vision and systems technologies;


   Language:
  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.

The project aims to address the GBSS (gender biased sex selection) through a completely new and distinctive strategy by focusing on the active engagement of youth/young adults in community based awareness raising interventions to confront the demand for sex selection through emphasis on the value of a girl child. This approach is unique given that it does not only help to avoid jeopardizing women’s right to choose abortion, but also aims to engage the future fathers as the main advocates for promoting the value of a girl child making the policy more sustainable. The men/fathers have regrettably been the driving forces for the enforcement of patriarchal value systems contributing to the perpetuation of the ideal of son preference in the society. Therefore, the project strives at having sustainable outcomes by proposing the unconventional approach of involving the young men/future fathers to challenge the value systems many advocate for due to cultural and societal influence.

Organizational Context:
The Project Officer is responsible for all administrative (contractual, organizational, logistical) matters under the project. Project Officer will provide inputs for the Interim and Final Project Progress Report and Project Financial Reports, as per the agreed schedule. Project Officer will be responsible for arrangement of all project related events. Project Officer will provide logistical support to the project consultants, as required to ensure the smooth running of the Project in the regions, and draft routine correspondence of administrative nature.

The Project Officer will report to the UNFPA Assistant Representative and Programme Analyst for all of the project’s substantive and administrative issues.

Responsibilities

Background
The United Nations has had a country presence in Albania for over 25 years. The UN communications strategy, which supports coordination of the communication efforts of the UN Country Team in Albania concentrates on the attainment of two long term goals (1) increased awareness of the work of the United Nations in Albania as an authoritative, unified and effective partner contributing to the development objectives of the government and people of Albania by creating positive public perceptions related to the UN’s brand and values and (2) increased public profile of the United Nations System of Agencies in Albania. A key activity of the strategy is to ensure that a well-functioning UN Albania website is designed and maintained with updated information on the work of the resident and non-resident UN agencies which contribute to the Government of Albania-UN Programme of Cooperation (2017-2021).
The layout and content of the UN Albania website was designed several years ago with the aim to standardize web management and improve UN Albania’s image. The UN’s targeted audience, especially young people, development experts, policy makers, researchers and technical specialists, have adopted new ways of networking and seeking information. Additionally, transparency has taken an increasingly important role. Taking all those emerging factors into consideration, there is a need to design a more contemporary web presence, which allows for all the above mentioned elements to occupy central stage.
Thus, UN Albania wishes to redevelop its current website into an information hub and resource center, where UN’s targeted audiences can find relevant information, news, achievements, reports and relevant research related to UN Albania’s work.
The UN Albania website serves the following purposes:
  • Provide updates on programmes and initiatives, which inform partners and stakeholders, and increase the UN’s credibility.
  • Promote transparency, which includes but is not limited to: insights on how UN Albania carries out its business and how donor/partner resources are being spent.
  • Serve as a one stop shop for storing information (reports and other publications) from UN agencies including those which do not have a web presence in Albania.

Duties and Responsibilities
The United Nations Albania have several digital communication vehicles: the United Nations Albania website, websites of some UN agencies and social media channels including Twitter, Facebook. UN Albania’s website is the main showcase of the organization’s activities on the ground.
 The UN in Albania would like to hire a consultant to implement several duties:
Under the supervision and guidance of UN Communication Specialist and IT Specialist as well as in consultation with the Resident Coordinator Office, the contracted consultant will undertake the following duties:
  • Design the website, in close partnership with the IT Specialist, in a user-friendly way to allow easy access to information and browsing.
  • Proposes new website design ideas (two samples) and approaches.
  • Align the website with UN Albania’s updated priorities especially the financial transparency element.
  • Programme front end to match the new design.
  • Programme back end to allow updating information easily for non-expert users.
  • The site must be compatible with all the latest internet browsers (IE, Firefox, Chrome, Safari, etc.).
Deliverables
  • A new web design allowing for all the above mentioned elements to take central stage.
  • At the end of the assignment, the UN Albania website must be fully updated reflecting new clustering; all the multimedia tools will have been linked to the corresponding website.
  • All current information and the new one, which will be made available to the expert should be migrated into new design.
  • Back end must be fully programmed to allow updating of given sections and management (editing) of current content and multimedia

Evaluation of Applicants
The consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked consultants/companies who would be found qualified for the job will be considered for the Financial Evaluation.
